The backbone of European logistics, the Rhine River, is experiencing critically low water levels, severely impacting inland shipping and threatening supply chain stability. In response, five German states have temporarily eased Sunday driving bans for trucks. However, the effectiveness of this measure is significantly curtailed by a pervasive shortage of drivers and the fragmented nature of interstate regulations, highlighting the complex interplay of environmental challenges and logistical realities. The Rhine, a vital artery for transporting goods across Europe, is currently flowing at levels so low that cargo vessels are forced to operate at a fraction of their usual capacity. This drastic reduction in carrying capacity is placing immense pressure on alternative transport modes, namely road and rail. The situation is particularly acute along the Middle Rhine, where the critical Kaub gauge has recorded water levels as low as 16 centimeters, a stark contrast to the normal "equivalent water level" (GlW) of 77 centimeters. This phenomenon is not confined to the Rhine; similar abnormally low water levels are being reported on the Danube and Elbe rivers, impacting key shipping routes across Germany. It is crucial to understand that a low gauge reading does not directly translate to the same depth in the riverbed. The gauge indicates the water level relative to a reference point. However, as the water level drops significantly below this reference, the navigable channel’s depth is reduced, directly limiting the draft of ships. For inland shipping, this translates into an immediate capacity crisis. Ships must offload cargo to ensure a safe distance between their hull and the riverbed. The lower the water, the less cargo a vessel can carry. The Bundesverband der Deutschen Binnenschifffahrt (BDB), the German inland waterway transport association, warns that if water levels continue to fall at the Kaub gauge, continuous commercial shipping may become impossible. Jens Schwanen, the BDB’s managing director, stated in an interview with the German Press Agency (dpa) that "commercial shipping simply no longer makes sense" under such conditions. While the Rhine would not be officially closed, the increasing risk of ships grounding at this narrow point would effectively render it impassable for regular commercial traffic. Schwanen further elaborated to the "Rheinische Post" newspaper, describing the potential consequence as the Rhine becoming "in principle no longer continuously navigable and thus divided in two." According to the BDB, shipping traffic could continue between the North Sea ports of Amsterdam, Rotterdam, and Antwerp, and North Rhine-Westphalia up to Cologne. Transport would also remain possible on sections of the Rhine south of this critical bottleneck, as well as on tributaries like the Neckar, Moselle, and Main. However, a continuous transport chain along the entire Rhine would be severed. The scale of the capacity issue can be illustrated by the fact that a typical motor cargo vessel with a carrying capacity of 3,000 tons can replace up to 150 trucks. If, due to low water, a ship can no longer carry 1,000 tons of its usual cargo, this equates to the need for several dozen additional truckloads to compensate. It is precisely these displaced loads that the current temporary measures aim to accommodate. Easing the Sunday Trucking Ban: A Patchwork Solution In an effort to mitigate the disruptions caused by the low water levels, five German federal states have implemented temporary exemptions to the general Sunday and public holiday driving ban for trucks exceeding 7.5 tons or those with trailers. This ban, governed by Section 30 of the German Road Traffic Regulations (StVO), typically prohibits commercial truck traffic from midnight to 10 PM on Sundays and public holidays. While the StVO already includes specific exceptions, authorities can grant further permits under Section 46. Several states have now utilized this provision: North Rhine-Westphalia: The exemption is initially in effect until August 31st. It applies to transports and associated empty runs directly or indirectly related to the consequences of low water levels on the Rhine. Exceptions for oversized and heavy transports remain in place. Furthermore, NRW has relaxed restrictions from holiday driving regulations for these specific transports. Lower Saxony: This state has also lifted the Sunday and public holiday driving ban until August 31st, specifically for necessary replacement traffic resulting from low water. Rhineland-Palatinate: This state has extended its exemption until September 30th. It covers transports, including empty runs, that are directly or indirectly linked to the Rhine’s low water levels or resulting replacement traffic. Oversized and heavy transports are also excluded. Saarland: A similar regulation has been introduced in Saarland. Baden-Württemberg: As the fifth state, Baden-Württemberg is set to follow suit. The regulation is planned to be in effect from the upcoming weekend until the end of August. Details are still being finalized, with the Ministry of Transport initially indicating an end date of late September, later correcting it to the end of August. Baden-Württemberg’s Minister of Transport, Nicole Razavi (CDU), has tempered expectations, stating to dpa, "We won’t solve the problem with this alone, but if we can reduce it and make truck traffic more streamlined and flexible, then a lot has been gained." Navigating Interstate Borders: A Labyrinth of Regulations This decentralized approach to implementing exemptions creates a significant challenge: while the federal StVO governs the Sunday driving ban nationwide, the additional exceptions are currently being implemented by individual states. This means that an exemption in one federal state does not automatically grant a truck the right to travel on Sundays throughout its entire route. If a journey passes through a state without such an exemption, its regulations must be adhered to. This practical reality is highlighted by existing rules for regionally specific public holidays, where transit for vehicles subject to the driving ban is generally not permitted without a corresponding exception. For regional transports, a single state’s regulation can therefore have a considerable impact. A truck delivering goods from a Rhine port to an industrial facility within North Rhine-Westphalia, for instance, gains an additional time window. However, for longer transport chains, the situation becomes more complex. Rhineland-Palatinate emphasizes that it has coordinated its regulation with other states to ensure that goods flows can be maintained despite the restrictions on the Rhine. Lower Saxony, however, has been more direct in its criticism of the current process, stating that it would have welcomed a "better coordinated, joint federal state procedure." Instead, the state observes the development of "step-by-step activities by the federal states." Despite these challenges, the situation along the Rhine is improving in terms of exemptions. With North Rhine-Westphalia, Rhineland-Palatinate, and soon Baden-Württemberg, exemptions will apply along large sections of the German Rhine corridor. Nevertheless, whether a specific transport falls under these provisions continuously depends on the exact wording and scope of each individual regulation. The Unseen Barrier: Driver Shortage and Working Time Regulations Beyond the complexities of interstate regulations, a more significant constraint limits the impact of these exemptions: the European Union’s regulations on driving and rest times. The temporary easing of Sunday driving bans operates independently of these rules. For truck drivers, there is a maximum daily driving time of nine hours, which can be extended to ten hours twice a week. Weekly driving time is capped at 56 hours, and over two consecutive weeks, it is limited to 90 hours. Furthermore, a break of at least 45 minutes is generally required after 4.5 hours of driving. Daily and weekly rest periods must also be observed. These fundamental limits do not disappear simply because a truck is permitted to drive on a Sunday. The available driving time can be redistributed throughout the week. If a driver operates on a Sunday, the required rest period must be taken at another time. The Bundesverband Güterkraftverkehr Logistik und Entsorgung (BGL), the Federal Association for Freight Transport, Logistics, and Disposal, therefore, views the measure’s effectiveness as limited. BGL President Dirk Engelhardt told dpa-AFX, "However, it does not create additional driver capacity. Even with the lifting of the driving ban, the legal driving, break, and rest times must be fully observed." The BGL also points to an existing shortage of over 100,000 professional drivers in Germany. What is the Point of the Relaxation? Flexibility and Time Gains Despite these limitations, the relaxation of the Sunday driving ban is not entirely without merit. Its primary benefit lies in enhanced flexibility. If a shipment arriving by ship is delayed or only partially delivered, a replacement transport by truck can commence on Sunday instead of waiting until Monday. For industrial companies, such a time gain can be crucial when raw materials or intermediate products are in short supply. Existing vehicles can also be utilized more effectively across more days of the week. Ports, warehouses, and transshipment points gain additional time windows to move goods. Moreover, a portion of replacement traffic can be shifted from regular weekdays to the weekend. In North Rhine-Westphalia, the effect was already visible on the first weekend of the exemption. According to the Ministry of Transport, more trucks were observed on the motorways, but no significant additional traffic jams materialized. NRW’s Minister of Transport, Oliver Krischer (Greens), stated, "However, no major additional traffic jams occurred." He cautioned, however, that it is still too early for a reliable assessment of the first "Trucker Sunday." Once the situation on the Rhine improves, Krischer believes that goods should return to the waterways. Thyssenkrupp Illustrates the Limits of Modal Shift The difficulty of shifting large transport volumes to road is starkly illustrated by the case of Thyssenkrupp in Duisburg. The company reports that the persistent low water levels are impacting the raw material supply to its largest steel plant. Thyssenkrupp’s own push-tug shipping operations have ceased due to the low water levels. Instead, the company is currently relying on chartered external vessels that, due to their shallower draft, can still navigate the current water conditions. The core problem, however, lies in the sheer volume. According to Thyssenkrupp, the Duisburg plant receives 50,000 to 60,000 tons of raw materials daily. A spokesperson explained to dpa, "Shifting even a part of these quantities to the road is not a realistic solution." A simple order-of-magnitude calculation highlights this point: with a payload of approximately 25 tons per truck, 50,000 tons would require around 2,000 truckloads, and 60,000 tons would necessitate approximately 2,400 truckloads per day. This is not a traffic forecast but a mathematical representation of the quantities transported. Due to the slightly reduced raw material supply, Thyssenkrupp has proactively adjusted its blast furnace production. The supply to customers is currently not jeopardized. Similarly, the chemical company Covestro is reporting significant restrictions on its raw material and goods transport. The company is employing additional ships with lower loading capacities, increased sailing frequencies, and specialized low-water vessels. Where feasible, transport is also being shifted to road and rail. The Irreplaceable Role of Inland Waterways The fundamental limitations are most evident when comparing transport capacities. As mentioned, a 3,000-ton inland vessel can replace up to 150 trucks. Even if such a vessel can only carry 1,000 tons less due to low water, this reduction alone would necessitate dozens of additional trucks. While allowing Sunday driving can optimize the use of existing trucks, it does not expand the fleet or the number of drivers to the same extent as the lost shipping capacity. Therefore, the Federal Ministry of Transport is not solely relying on road transport. DB InfraGO, the infrastructure company of Deutsche Bahn, has appointed a low-water special coordinator to manage additional or rerouted north-south rail traffic. The aim is to utilize transshipment options between ships, rail, and road more flexibly. The Autobahn GmbH, responsible for federal motorways, has also been instructed to avoid hindering diversionary traffic with avoidable construction sites. For the long term, the ministry points to the need for deeper navigation channels and the promotion of ships that can operate more effectively even in low water conditions. The current low water levels on the Rhine serve as a stark reminder of the vital role inland waterways play in the European economy and the significant challenges faced when this crucial infrastructure is compromised. While temporary measures offer some relief, they underscore the inherent limitations of shifting such large-scale freight operations and highlight the need for robust, long-term solutions to ensure supply chain resilience.
